Installing new electrical circuits or replacing a fuse board with a consumer unit is considered "notifiable work." This means that a Building Regulations application must be submitted beforehand so the work can be inspected and verified.
However, in most cases, the electrician can self-certify their work if they are registered with an organization that gives them the status of "registered installer," such as NAPIT OR NICEIC.
Even if a "non-qualified" person performs the notifiable electrical work, Building Control must be informed.
Failure to do so could result in a substantial fine if the work is found to be unsafe. Upon completion of the job, the electrician is legally required to test the new system and provide a signed BS 7671 electrical safety certificate.
Additionally, the operator of the registration scheme should provide a test certificate for all work carried out, including both Notifiable and Non Notifiable work.
